Abstract:
Prepared by czbLLC for ReBUILD Metro and BUILD, this report argues that Baltimore’s vacant property crisis is fundamentally a neighborhood-scale problem requiring block-by-block intervention rather than scattered, individual property fixes. Drawing on market analysis and historical context, it proposes a “Whole Block” strategy that combines property control, sustained public investment, and community partnership to stabilize distressed neighborhoods and reverse long-term population and market decline.
