Abstract:
This report compares Baltimore’s community development system with those of peer weak-market cities, including Cleveland, Philadelphia, and Pittsburgh. It finds that while Baltimore has strong institutions and resources, its fragmented and insufficiently coordinated investment approach limits neighborhood impact, concluding that stronger alignment, clearer goals, and system-wide reform are essential to reversing population loss and neighborhood decline.
