Historic East Baltimore Community Action Coalition (HEBCAC) worked to improve quality of life in East Baltimore neighborhoods through resident engagement, advocacy, and coordinated community development.
The organization supported neighborhood revitalization by strengthening resident leadership, addressing housing and public safety concerns, and fostering collaboration among community groups, institutions, and public agencies. Its mission centered on empowering residents to shape equitable and sustainable outcomes for Historic East Baltimore. HEBCAC ceased operations in 2026.
